The Parliamentary Assembly of the Council of Europe is the oldest European organ based on parliamentary representation. Within the Council the Assembly has a consultative status and it plays a crucial role as a political conscience and a motor for promoting initiatives that have lead to conventions and other important achievements.
The Assembly is constituted of members of national parliaments of the member states. In the Parliamentary Assembly the number of representatives (at present 318 members and the same number of substitutes from 47 member states) is determined by the size of the country. Finland has five representatives and five substitutes.
